Decentralized physical infrastructure network (DePIN) is an emerging research area in Web3 and IoT domains, which leverage blockchain, IoT and tokenomics to incentivize communities to build physical infrastructure networks and machine economy from the ground up. DePINs are expected to disrupt existing IoT business models and enable developers to build machine-driven and decentralized IoT applications. A lot of research challenges need to be addressed to fully realize the ultimate vision of DePIN - giving back control of devices and data to users.

Today, Network sustainability has become capital in both academia and industries present all over the globe, which has generated a solution for the impact of optimization in mobile communication networks. Recently, the evolving advances in Evolutionary Computing technologies including swarm intelligence algorithms and other evolutionary algorithm paradigms are emerging as widely accepted descriptors for mobile sustainable networks virtualization, optimization, and automation. To deal with the emerging impacts on mobile communication networks, The 3rd International Conference on Evolutionary Computing and Mobile Sustainable Networks [ICECMSN 2023] conceives an innovative research platform for soliciting the state-of-the research works on developing a sustainable design and their implementation in mobile networks. With the advent of evolutionary computation algorithms, ICECMSN 2023 contributes a gathering of inventive research contributions that would initiate a new perspective of mobile sustainable networks. The main aim of this international conference is to promote and reflect the recent research works in evolutionary computation technologies and mobile sustainable networks. ICECMSN 2023 has developed with a specific focus on computational intelligence and evolutionary computing that widely ranges from theoretical foundations to practical applications in enhancing the sustainability of mobile networks.

Network calculus has become a mature and versatile methodology for the analysis of queueing systems with a broad variety of applications ranging from Internet Quality of Service (QoS), wireless networks, to Ethernet with delay guarantees, real-time systems, and feedback control. This is achieved through complementary, problem-specific representations in min-plus or max-plus algebra and the use of worst-case or statistical bounds. The goal of this Dagstuhl Seminar is to gather the deterministic and stochastic Network Calculus community, to discuss recent research activities, to identify future directions, and to strengthen cooperation.

Over the past three decades, The Web Conference has been the forum where some of the most fundamental Web technologies have been introduced, such as the Anatomy of a Large Scale Web Search Engine in 1998 prefiguring Google, the EigenTrust algorithm in 2003 and the YAGO knowledge base in 2007 (see also the Test of Time Award past recipients). The conference assembles scholars, researchers, policymakers, practitioners, and end-users with one unifying goal: to envision and create the future of the Web.

Most networked applications spend a significant amount of time on communication, and the software libraries and hardware used for communication often determines their performance (both throughput and latency), and their resource requirements. In the past decade, we have seen several efforts to improve communication performance and efficiency at the end-host. These include kernel bypass libraries such as DPDK, new kernel interfaces such as io_uring, in-kernel network offloads provided by XDP and eBPF, and SmartNICs of a variety of types. Each of these approaches makes trade-offs in terms of their performance, how easily they can be deployed (in private clusters and multi-tenant environments), their resource requirement, the reliability they provide, and how easy it is for programmers to use them when building networked applications. We are organizing this Dagstuhl Seminar to bring together people who work on systems, networking, programming languages, compilers, computer architecture, and distributed systems to work together to articulate and understand these trade-offs, and collectively propose approaches to improve usability, reliability, deployability, and analysis of high-performance networking software and hardware.
